VIEWS ON DIVYA KARNATAKA PROJECT

Dear Shri Nagaraj and Dr.Ligaraju,

Sub: Regarding today’s meeting of the AoL team on Rural Development initiatives.

Due to unavoidable official work I would not be able to attend today’s meeting. This is a sudden development that I was not aware of when we met last. My apologies for that. I feel lucky to have come in contact with you and other members of the team all of whom have a high level of understanding of the village life in Karnataka. I have the following points to put forth as suggestions for your consideration at today’s meeting. To come up with a series of Rural development initiatives aimed at poverty alleviation and enabling an adult to save Rs.50,000/annum, as per Guruji’s mandate, we need to quantify the ground realities. Quantification can happen only with the support of data (Mahiti) which should also include statistics on Governmental aids. Data would enable us to prioritise issues and come up with a series of plans/programmes for implementation. The data would also help in influencing policy makers to frame policies, pass bills and allocate realistic budgets. The main problem would be the delivery system which will be addressed by AoL i.e. yourself and your team. The following data are needed. Classified data on economic (= financial) status of every adult individual (>18 years of age). This classification could be on the following lines.
(A) Those earning less than about Rs.50 per day
(B) Those earning about Rs.100 per day (Rs.80 to 150) We do not need to know, at the moment, data on those earning in excess of Rs.150/- per day. The occupation of the above categories A & B. (A) Agricultural and related (B) Non-agricultural Data on Natural Resources: a. Water resources: Natural tanks, borewells, dugwells, water harvesting structures, rainfall data, topography and drainage pattern, name of the micro water shed (Dr.Y.Lingaraju is the expert in this line).b. Agriculture related data: Total area coming under a village. Extent of agricultural lands. Dry lands, wet lands, crop pattern and type of soil etc.c. Natural Geological Materials useful for construction purposes: Geological map of the village area or a Panchayat area showing the extent of all types of construction materials such as dimensional stones, granite blocks for slab purposes, pillars, size stones and aggregates. Sand resources available for quarrying, number of existing quarries for dimensional stones and building stones. Brick earth material, any other special natural construction material. Data on Industries
a) Stone crusher
b) Brick kilns
c) Lime burning centres
d) Hallo block manufacturing centres
e) Sericulture industries
f) Agriculture product packaging centres
Cottage Industries in the village limit Number of shops, hotels and any other commercial ventures in the village limit. I wish today’s meeting all success.
